This position is located in the Department of Labor's Chief Evaluation Office (CEO). As a Supervisory Program Analysis Officer serving as the Director of Research and Evaluation, Worker Protection and Enforcement Programs, you will direct a technical staff of evaluation specialists in evaluating the effectiveness and efficiency of DOL programs focused on employment and training. This is a temporary promotion position.
Duties
For the GS-15:
-Serve as a leader in the Chief Evaluation Office, directing a highly technical staff of evaluation specialists and advising the Chief Evaluation Officer, the Assistant Secretary for Policy, the Deputy Secretary of Labor, the Secretary of Labor, and other senior officials on issues related to evaluating the effectiveness and
efficiency of DOL agencies and programs.
-Directing and coaching a staff of evaluation analysts. The incumbent provides technical and administrative direction to staff members to ensure accomplishment of work assignments, and this work occupies at least 25% of the incumbent's worktime.
-Overseeing the execution of competitive procurement of independent third-party evaluation contractors, developing and managing competitive grants for analysis and research, and contract and grant management.
-Designing and directing labor research and evaluation projects, and playing a key role with the Chief Evaluation Officer in coordinating the Department's 4-year Learning Agendas and Capacity Assessments, as well as leading and developing the Department's annual Evaluation Plan. These statutorily required reports involve identifying evidence-building priorities across the Department's programmatic and operational activities, spanning the diverse mission-driven areas of) employment and training, labor standards enforcement, worker protection and safety, pension security, workers compensation, international labor standards, and employment security.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade, GS-14, level in the Federal Service.
Specialized experience is described as:
-Independently planning, managing, and directing research and evaluation activities that involve determining and applying quantitative or qualitative methods of scientific inquiry.
-Demonstrate expertise in a range of program evaluation methodologies and capabilities to provide sufficient direction, supervision, and oversight over a unit of technical staff with advanced training and skills in this area.
-Demonstrate experience in translating technical social science research for non-technical audiences.
-Demonstrate experience in evaluating employment and training programs, worker protection programs, or similar programs.
