The primary purpose of this position, PRODUCTION ACCEPTANCE CERTIFICATION SPECIALIST, GS-0301-11 is to serve as the ICBM SPO Directorate (LM) administrator/manager for the Production Acceptance Certification (PAC), Special Skills Qualification (SSQ), Production Acceptance Certification Standard System (PACSS), and Quality Information Module Standard System (QIMSS).
Duties
Provide program policy guidance and regulation interpretation to the LM SPO Directorate and product Division.
Oversee quality program/initiative relative to PAC, SSQ, Recurring Training Requirement (RTR), and Structured On-The-Job Training (SOJT) program.
Participate in discussion, meeting, or serve on panel or committees.
Provide monthly PAC program status report for decertification, SSQ over dues, and program compliance to division and quarterly status to directorate.
Coordinate on newly developed SSQ's and SOJT training requirement.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: knowledge and skill in applying analytical methods in managing Production Acceptance Certification (PAC), Special Skills Qualification (SSQ), Quality Information Module Standard System (QIMSS), and Production Acceptance Certification Standard System (PACSS), programs and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness or program operations; knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area managed; knowledge of major issues, program goals and objectives, work processes, and administrative operations of the directorate; knowledge and skill in administering program requirements and adapting analytical techniques and evaluation criteria to the measurement and improvement of organizational productivity; skill in conducting detailed analysis of complex functions and processes; interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; effectiveness in achieving intended objectives, and Civilian Training Plan (CTP) programs.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the regulations, policies, and practices related to PAC, SSQ and training programs. Must also have shop floor knowledge of the Maintenance Divisions processes and the training and skills needed by employees to be PAC certified.
Knowledge of work control documents (SCD's) process flow, PAC codes both critical/non-critical and how they equate to employee(s) PAC folder.
Knowledge of planning, scheduling, production supervisor functions as they apply to the Production Planning Team (PPT) requirements.
Broad knowledge of the full range of quality management principles (Federal, Air Force, and Private Sector) and the ability to adapt these to the mission of the serviced organization.
Knowledge of quality management concepts, methodology and operating principals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Work is sedentary, however, there are times when it will be necessary to exert moderate lifting, walking, bending, climbing, and standing for extended periods of time. The incumbent must lift packages not to exceed 25 pounds. If packages do exceed 25 pounds, the incumbent is expected to utilize human or mechanical assistance with moving these packages.
WORK ENVIRONMENT: Work is primarily performed in an office setting; however, the incumbent is required to work occasionally in an industrial setting or visit other DoD facilities.
