The primary purpose of this position is to serve as Human Resource Specialist at installation, Direct Reporting Unit, or major Command level to provide human resources services to all assigned civilian personnel on a variety of HR duties involving personnel management, resources management, and manpower analysis management issues impacting organizational matters.

Duties

Provide human resources services on civilian position management, recruiting techniques, pay, awards, etc. for assigned organizations; reviews, coordinates, and monitors Requests for Personnel Action (RPAs) submitted from the HQ Air Force Reserve Command and HQ tenant locations. Provides guidance to commanders, supervisors, and managers throughout an entire MAJCOM on a broad scope of performance management issues in coordination with ART installation level functional organizations, Civilian Personnel Section (CPS), legal office and union representatives. Serves as the primary point of contact for Civilian Personnel services involving position management, staffing, placement, and classification. Serves as a civilian human resources specialist coordinating and implementing a myriad of human resources program services for assigned organizations. Prepares written correspondence and other documentation.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-07 Specialized Experience: Equipped with the knowledge of the basic principles, concepts, and methodology used in Human Resources Development. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-09 Specialized Experience: Knowledge of the principles, concepts, and theories of human resources development and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. GS-07/ GS-09 Purpose: This is a developmental position with known promotion potential to the target position 9R-11568 (Human Resource Specialist GS-201-11). Incumbent works closely with the supervisor in performance duties identified in the full performance standard core personnel document/core document. When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion. GS-07/GS-09: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. Ability to gather and analyze facts, and draw conclusions from information. Ability to communicate information clearly, orally and in writing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-11 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions. Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques. Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions. GS-11 Specialized Experience: knowledge of administrative regulations, operating procedures, management principles, and command programs, activities, missions, policies, and objectives to ensure proper accomplishment and/or distribution of tasking's and to improve organizational effectiveness and efficiency. Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of DoD wide programs. Knowledge of Federal HR recruitment, placement, and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives. OR EDUCATION: GS-07:1 full year of graduate level education or superior academic achievement or 1 year equivalent to at least GS-5 GS:09: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Or 1 year equivalent to at least GS-7 GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Or 1 year equivalent to at least GS-9 OR COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentage must equal at least 100 percent. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
