You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Command Information Office of COMMANDER - NAVAL INSTALLATIONS. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will coordinate Program Objective Memorandum (POM)/Program Review (PR) processes and procedures as how they relate and are required. You will coordinate and facilitate any substantive data collection and follow on analysis in supporting the N6 scope business areas. You will perform process design, re-engineering, and business case analysis for costing, management, strategic performance management, resources allocations, and performance based budgeting efforts in search for efficiency and effectiveness. You will develop and oversee implementation of performance measures and assessment of those measures to evaluate effectiveness of resource allocations and measure of meeting efficiencies.

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying sound judgement to solve management challenges; 2) Providing guidance in the development of Policy and Planning objectives; 3) Planning and managing business programs that require cooperative efforts of numerous stakeholders; 4) Developing, selecting, and applying a wide range of pre and post-acquisition processes and program analysis techniques to plan and direct analysis projects encompassing a wide variety of business, financial, resource, and managerial issues; and 5)Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve work operations. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying analytical and evaluative methods and techniques to assess the needs of a Policy and Planning Code; 2) Utilizing knowledge of current concepts and methodologies of change management efforts to influence adoption of evolved practices; 3) Researching, organizing, and preparing written project papers and reports and presenting briefings both orally and in writing; and 4) Developing long range planning, managerial improvement and advising/proposing reorganization or realignment of resources and functions in support of process reengineering.
