Duties
Develops long-range program plans, goals, objectives, and milestones related to resource management planning. Analyze, and evaluate the effectiveness of programs.
Coordinates and aids BLM District and Field offices in their development of land use plans, plan amendments and related environmental analyses and decision making.
Provides interpretation, guidance, program leadership and training for the development of major planning efforts and their associated National Environmental Policy Act (NEPA) documents for District/Field/State Offices.
Applies qualitative and quantitative methods in assessing complex management processes and systems for agency wide programs.
Identifies and develops ways to resolve problems which directly affect the accomplishment of agency program goals and objectives.
Analyze budget projections and assist with planning, coordinating, and developing budget proposals.
Prepares and monitors the planning and NEPA budget for subordinate offices and ensures document projects are completed within the prescribed cost target.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Providing expertise in developing program plans, goals, and objectives related to public land. Analyzing and evaluating the effectiveness of natural resource programs. Communicating with internal and external audiences on natural resource projects and issues. Reviewing NEPA documents to ensure they are well-written and defensible. Evaluating documents for compliance with laws and regulations. Synthesizing complex matter into clear, well-written documents. Assisting in program budget development and tracking.
Education may not be substituted for specialized experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
