Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located in the Office of The Chief Technology Officer (OCTO), Export-Import Bank of the United States (EXIM). The OCTO is responsible for development and implementation of technology that is aligned with the EXIM business strategy with a focus on business applications and data for the major offices at the Bank. The incumbent leads the OCTO planning, implementing and operating activities for suites of business applications and data associated with assigned customer(s) within the bank and is responsible for ensuring secure and resilient business computing for their assigned portfolio. Duties include, but are not limited to: Serving as an IT program/project management of planning, implementation, enhancement, security, operation, and maintenance of various IT solutions including systems built with Commercial Off the Shelf (COTS) products. (e.g. Oracle Financials E-Business Suite Application or other financial and accounting ERP products). Leading IT Modernization projects from initiation to completion including providing technical guidance on enterprise architecture design, collaborating with business stakeholders to gather, document and prioritize business/functional requirements and developing strategies, roadmaps and plans for implementation. Serve as the primary liaison between the Business Stakeholders and the IT team responsible for planning, implementing, enhancing, securing, operating, and maintaining business capabilities for our customers. Lead assigned portfolio representation in EXIM's Capital Planning and Investment Process in the planning and initiation of new projects and reporting. Apply quantitative analysis to monitor projects work in progress, efficiency and effectiveness to achieve objectives, including cost estimation and controls.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience in IT program/project management of planning, implementation, enhancement, security, operation, and maintenance of various IT solutions including systems built with Commercial Off the Shelf (COTS) products. (e.g. Oracle Financials E-Business Suite Application or other financial and accounting ERP products). Experience in leading IT Modernization projects from initiation to completion including providing technical guidance on enterprise architecture design, collaborating with business stakeholders to gather, document and prioritize business/functional requirements and developing strategies, roadmaps and plans for implementation. Experience in resource and quality management to set work priorities and establish implementation schedule to ensure the completeness, timeliness, accomplishment of objectives, and conformance to security requirements of IT solutions. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations. Education cannot be substituted for experience at the GS-14 grade level.
