The incumbent serves as a Management and Program Analyst, providing office and program support for Office of the Managing Director programs and functions. They are responsible for reviewing and evaluating agency-wide and internal office functions and provide advice and guidance in the areas of continuity of operations and agency performance management.

Duties

The following are the duties of this position at the GS-11. You will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Management and Program Analyst you will: Plan, organize, coordinate, and oversee a wide variety of program functions, compliance, and reporting projects for agency-wide and Office of the Managing Director (OMD) matters. Advise the Managing Director (MD), Deputy Managing Director (DMD), and OMD staff on matters of special interest/high profile and conducting special projects. Develop management plans consistent with a thorough understanding of government-wide requirements or guidance. Serve as a member of the agency Continuity of Operations (COOP) team, responsible for planning, implementing, and post-exercise performance review. Collaborate with the MD and other staff on strategic planning and agency performance reporting. Manage a log of internal OMD assignments and managing workflow from all agency components through the OMD. May serve as a Contracting Officer's Representative (COR) working with the Contracting Officer (CO) on administering OMD-related contracts and providing appropriate and effective technical liaison between the OMD and the contractor, and between the end-user and the CO. Independently plan and direct the full range of office support and related services, e.g., telephones, conference calls, video calls, equipment, supplies, purchasing, timekeeping, scheduling, etc. Discuss a wide range of sensitive and non-sensitive issues with diverse individuals. Explaining complex and technical information in a simplified manner. Maintain OMD personnel records, including performance appraisals and the MD's proposed and actual performance plan and contract. Provide office support and serve as the office timekeeper. Performs additional assignments of a confidential or special nature as assigned or as needs of the OMD require with minimal supervisory oversight.

You must meet the following requirements by the closing date of this announcement: TO QUALIFY FOR THE GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: You must have one (1) year of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience includes creating reports to track and monitor projects and deadlines, drafting and editing reports and correspondence for distribution to management, senior leaders, and/or external stakeholders, and directing or completing the administrative functions of an office (i.e., serving as a timekeeper, developing administrative guidance or policies, training staff on office procedures, etc.). OR One full year of graduate level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration. OR An appropriate combination of education and experience as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. OR Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade Point Average (GPA) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). TO QUALIFY FOR THE GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized includes reviewing established policies, procedures, objectives, and resources and recommending changes to improve the efficiency of current operations; identifying policies and procedures that may require clarification or revision, or activities that can be more efficiently and effectively carried out; assisting in the development of operational goals, the planning and utilization of resources, and the development of standard work measurement reports and forms; and drafting, coordinating, and compiling materials for, and participating in, training conferences for the agency personnel. OR A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level) as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
