The primary purpose of this position is to Serve as Rapid Response/Failure Analysis Lab Internal Development Capability (IDC) Technology Business Lead. This is a term position and has a NTE date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds

Duties

DO-1101-02; Technology Business Specialist Manages business and financial processes for IDC internal and external sourced funds. Develops, maintains, and documents processes involved in executing up to $10M/year budget across 5 multidisciplinary lab competencies. Generates and coordinates official documentation supporting business and financial transactions for the IDC annual budget and IDC deliverables to DAF customers. Conducts briefings, presentations and reports on program status, cost, schedule, and adherence to baselines to include use of data management tools to track and analyze customer support metrics. Establishes management controls and reviews to reflect IDC status and provide early detection of emerging problems. Ensures expenditures across cardholders stay within budget allotments. Coordinates branch/IDC leadership events to set agenda, plan work, establish/review mission processes, and create strategic developments. Analyzes interrelated issues of effectiveness, efficiency, and productivity; develops recommendations to solve problems; and applies program management principles to guide program accomplishment through the various phases of IDC research and development Develops and documents branch/IDC processes and procedures. Manages key IDC deliverable process to include establishing and updating branch/IDC process for tracking, formatting, reviewing, protecting, processing and archiving customer evaluation reports, trip reports, decisional briefings, customer feedback forms and annual customer support perspectives report for DAF Engineering.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade DO-01/ GS-11 or equivalent in other pay systems. Examples of specialized experience includes experience in tracking and maintaining financial processes. Coordinates events, and applies program management principals to track accomplishments, develops and documents processes and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11/DO-01 level is required to meet the time-in-grade requirements for the GS-12/DO-02 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Effectively carries out integrated advisory and program work. Leads/mentors/provides oversight to specialists at same or lower level. Regularly consulted by management officials on complex issues due to depth and breadth of expertise. Works collaboratively and flexibly with others to accomplish team goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
