This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for for analyzing force structure and developing and coordinating directorate positions supporting the Joint Capability Integration and Development System (JCIDS) for Offensive kinetic and non-kinetic application of force.

Duties

As a STRATEGIC ANALYST (Requirements and Capability Development Planning) at the GS-0301-14 some of your typical work assignments may include: Determining key recommendations impacting every aspect of DoD requirements and capability development utilizing analysis and supporting products to inform senior level decision makers throughout the Department of Defense inside key departmental processes including Planning, Programming, Budgeting and Execution System (PPBES), the DoD Acquisition process, the Joint Requirements Oversight Council, Capability Gap Assessment (CGA) and the Joint Military Net Assessment (JMNA). Serving as a technical adviser to key agency officials and is responsible for developing and implementing DoD requirements and capability development policies, conducting requirements and affordability reviews and analyzing alternatives. Coordinating and providing information and developing decision briefs and correspondence for the highest levels of military and civilian leadership within the DoD and throughout the government, including the combatant commands (CCMDs) and key staff within the Office of the Secretary of Defense (OSD). Exercising delegated authority to speak for the supervisor and makes program decisions that directly impact the readiness of United States (U.S.) forces in response to global crises and contingencies. Coordinating work and projects assigned to the Division staff; coaches, mentors, oversees and assists senior field grade action officers, civilians and contractors in the execution of JCIDS actions within diverse portfolios to ensure on-time and accurate completion of all tasks with GO/FO level product quality and visibility at the four-star General Officer level. Analyzing and studying include work to project future resource needs, develop plans, and set priories to meet changes in workload, strategic direction, or program requirements. Performing, or overseeing the performance of, complex technical studies/projects of assigned program operations. Reviewing existing planning and force management products including National Defense Strategy, National Military Strategy, Theater Campaign Plans, operations plans, concept plans, global force management precedent decisions, and other strategic guidance/direction in order to assess requirements and capability development sufficiency and capabilities. Conducting requirements and capability development analyses and recommendations consistent with DoD strategic guidance and precedents, including the National Defense Strategy, National Military Strategy, nuclear posture review, defense planning/programming guidance, etc. including the development of scenario planning and force application portfolio review in support of the Chairman's strategic seminars.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Preparing long- and short-range plans and strategies utilizing DoD's requirements and capability development goals to ensure operational planning requirements. Providing project management to assess and improving operations and program effectiveness on complex processes and systems. Directing, coordinating, planning and organizing high profile and sensitive assignments in support of capability development and operations. Leading an assessment team to evaluate, validate, and monitor Joint Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities(DOTMLPF) and provide recommendations to senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
