We are recruiting for one(1) Program Analyst in the Patient Care Center (PCC) for Primary Care at the James J Peters VA Medical Center (Bronx, NY). This position functions as the analyst for performance and quality for the primary care service with primary responsibility for assuring that the PCC meets the VA-mandated clinical performance measures by performing analyses of costs, utilization, access, and quality associated with the delivery of health care in the PCC.
Duties
The Program Analyst works directly under the PCC leadership in conjunction with the Administrative Officer providing analytic support to optimize clinical services. The duties within this role include but are not limited to:
Supporting Primary Care Leadership with analyses and preparation of key reports, documents, presentations, and audits. These include but not limited to performance and quality reports, physician pay for performance, Ongoing Professional Practice Evaluations, and Joint Commission audits.
Working closely with other Medical Center PCC Performance Managers to support, aid, and assist with implications of key initiatives aid to achieve optimal outcomes.
Preparing management reports for review adding recommendations for areas of improvement and efficiency in such areas as workload capture, clinical access, missed opportunities, productivity, performance measures for population health, and clinical utilization. Many of these reports will be centered on the PACT (patient aligned care team) model aid its associated goals and metrics. Activities to develop these reports and data validation studies include the following:
Retrieving VISTA, CPRS and VSSC information
Analyzing, correcting, and interpreting CuiTent Procedural Terminology (CPT) codes, Evaluation and Management (E&M) codes, and Diagnostic Related Groups (DRG) codes as they relate to the Decision Support System (DSS) productivity.
Retrieving and analyzing data to inform and optimize Primary Care Management Module (PCMM) and labor mapping.
Retrieving and analyzing data to ensure the PCC is receiving maximum reimbursement within the Veterans Equitable Resources Applications (VERA) model.
Using various software programs, including Microsoft (MS) Word, Excel, Access, PowerPoint, Outlook, PowerBI, and the Veterans Health Information Systems and Technology Architecture (VISTA), to analyze and present clear, concise information.
Serving as Contracting Officer Representative (COR) for the PCC. This role acts as the intermediary between the service line and contracting and includes activities of initiating and managing contracts and overseeing vendor-facility relations.
Instructing the administrative, clerical, and clinical staff on the use of MS Office programs for data management and population health.
Supporting Primary Care Leadership in processing of medical students and residents rotating in primary care and communication with academic affiliates.
Supporting Primary Care Leadership interfacing with Human Resources and Facility leadership in recruitment and onboarding of primary care staff.
Serving as backup for:
Automated Data Processing Application Coordinator (ADPAC), assuring that staff are provided with appropriate and functioning hardware and software, have access to appropriate clinical (i.e., VISTA menu keys) and web-based applications and servers, and understand and abide by information security standards.
Veterans Affairs Time and Attendance (VATAS)
Clinical grid management
Participates in Medical Center committees related to the position, which may include compliance, data analytics, and project support and planning.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is described as:
Preparing various management reports for review, adding recommendations for areas of improvement/efficiency in such areas as clinical access, missed opportunities, productivity, performance measures, and clinical utilization.
Instructing the administrative aid clerical staff in the appropriate use of MS Office programs for data management aid analysis.
Retrieves VISTA, CPRS and VSSC information for management reports aid measures.
Performs Data Validation studies, and must be able to analyze, correct, and interpret CuiTent Procedural Terminology (CPT) codes, Evaluation and Management (E&M) codes, and Diagnostic Related Groups (DRG) codes as they relate to the Decision Support System (DSS) productivity statistics.
Provides, as backup Automated Data Processing Application Coordinator (ADPAC) for the patient care center, assurance that all the staff are provided with PC, online, hardware, software needs.
Proficiency in Microsoft Excel, Microsoft Powerpoint, Teams and Outlook as an administrator
