The James J. Peters Department of Veterans Affairs Medical Center is recruiting for one(1) Program Analyst in the Primary Care Department. This position functions as a Performance Manager in a primary care Patient Care Center of the James J. Peters VA Medical Center with primary responsibility for assuring that the PCC meets the VA mandated clinical performance measures by performing analyses of cost, utilization, and quality data associated with the delivery of health care in the PCC.
Duties
Duties include but are not limited to:
Performs oversight of Workload Capture for the respective PCC; prepares various management reports for review adding recommendations for areas of improvement/efficiency in such areas as clinical access, missed opportunities, productivity, performance measures, and clinical utilization. Many of these reports will be centered on the PACT (patient aligned care team) model aid its associated goals and metrics.
Instructs the administrative aid clerical staff in the appropriate use of MS Office programs for data management aid analysis. Uses various software programs to provide clear, concise information to providers, support aid management staff Software programs include Microsoft Word, Excel, Access, PowerPoint, service specific software, Outlook, and the Veterans Health Information Systems and Technology Architecture (VISTA).
Works closely with other Medical Center PCC Performance Managers to support aid assist with implications of key initiatives aid to achieve optimal outcomes.
Retrieves VISTA, CPRS and VSSC information for management reports aid measures. Validates and analyzes data and provides recommendations for improvements at various organizational levels.
Performs Data Validation studies, and must be able to analyze, correct, and interpret CuiTent Procedural Terminology (CPT) codes, Evaluation and Management (E&M) codes, and Diagnostic Related Groups (DRG) codes as they relate to the Decision Support System (DSS) productivity statistics.
Provides, as backup Automated Data Processing Application Coordinator (ADPAC) for the patient care center, assurance that all the staff are provided with PC, online, hardware, software, needs. The ADPAC serves as a support link between the PCC staff and the Office of Information and Technology (OI&T) personnel. The ADPAC will assist users in understanding information security PC awareness, as well as PC functionality, and submitting work orders for PC repair and maintenance.
Serves as the liaison between the PCC and other Medical Center employees to ensure workflow analysis by identifying potential difficulties among software and/or PC hardware usage. Ensures the PCC staffs are assigned appropriate access, e.g., VISTA menus and keys as well as codes needed to gain log on access, in order to fulfill daily functions within the work environment.
Retrieves and analyzes data to ensure the PCC is receiving maximum reimbursement. Knowledgeable of the Veterans Equitable Resources Applications (VERA) model.
Assists with Outreach efforts to increase the number of uniques at the Medical Center.
As Contracting Officer Representative (COR) for the patient care center, acts as the intermediary between Primary Care and Contracting. Assists with the development of procurement paperwork necessary for ordering various services supplies. Assists with the management of contracts and oversight of vendor-facility relations for the specific contracts of the patient care center.
Incumbent will actively participate with a variety of Medical Center committees, as they relate to the position. Committees may include, but are not limited to: compliance, data analytics, corporate data warehouse, projects and planning.
Performs other duties as assigned, normally of a related nature.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Qualifying specialized experience is described as:
