Duties

Provides oversight and support to Field activities. Identifies and documents environmental compliance status of field activities, HW contractor storage, treatment or disposal facilities, and hazardous property sales customers. Develops quality assurance programs and procedures, and provides training and instruction to lower graded specialist. Briefs top management on inspection results and/or important data trends. Develops new policy and procedures. Maintains liaison with the military services and other federal agencies in the exchange of disposal information, coordination of new programs, and promotion of agency disposal programs. Coordinates existing and proposed State regulations to determine applicability to DLA Disposition Services. Implements and administers an Environmental Management System (EMS) for designated site(s). Directs and oversees contract administration performed by subordinate staff members (contract officer representatives).

Qualifications

To qualify for an Environmental Protection Specialist your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12, applicants must possess one year of specialized experience equivalent to the GS-11 or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Overseeing and evaluating the efficiency of field activities through use of statistical analysis and automated Information systems reports and through quality assurance inspections and reports. Identifying requirements and coordinates the development and implementation of new and revised policies, procedures, plans, and programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: May conduct on-site inspections of hazardous waste treatment, storage and disposal facilities. Much of the time is spent walking over rough, uneven, wet or slippery surfaces, and requires recurring bending, crouching, stooping, stretching, standing, or similar activities. May be required to carry equipment weighing up to 25 pounds. Employee engages in such exertion when inspecting scrap yards, warehouses, dumpsters, treatment plants, incinerators, landfills, or refineries for correct hazardous material/waste handling, storage, segregation and processing. May also climb and inspect large pieces of property or equipment such as electronic or industrial equipment suspected of containing PCB; hazardous waste treatment reactors; boats and ships, including aircraft carriers, during ship purchaser pre-and post-award inspections. Work Environment: The work regularly involves moderate risks or discomforts that require exercise of special safety precautions and use of protective hard-hats, boots, goggles, gowns, coats, shields, masks, air-purifying respirators, and gloves. Work is usually performed in an office or field activity warehouse/scrap-yard setting with moderate risks of exposure to elements that may include hazardous material and waste such as solvents, acids, bases, oil fuel, pesticides, and toxins. Personal protective equipment at an appropriate level (D) may be required, in order to limit employee exposures to toxic chemical conditions in or adjacent to the hazardous waste site. Employee will be required to perform on-site visits of controlled and uncontrolled hazardous waste sites and/or suspected Third Party sites where the hazards are unknown. May be required to serve at physically remote sites on an extended temporary basis. Frequent TDY (up to 50%) may be required to visit field activities or industry sites to perform environmental compliance audits. Travel may involve airline travel and the operation of an automobile. Employee may be placed in a medical surveillance program requiring a baseline physical examination with periodic medical examinations if determined to be necessary. The medical examinations will be used to evaluate and document health effects of occupational exposures upon the employee
