The primary purpose of this position is to serve as analyst within Maintenance Support Group, responsible for a wide diversity of organizations, functions, and work processes.
Duties
Plans, organizes, analyzes, and manages productivity programs and resources that impact the industrial/facility functions of the organization.
Develops, establishes and implements plans and guidelines for maintenance industrial/facility processes; identifies problem areas and determines requirements.
Prepares reports and maintains records as required and coordinates the preparation, presentation of work-related information to all levels of management.
Particpates and represents group in meetings, conferences,or briefings.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes planning, organizing, analyzing and managing productivity programs and resources; developing, establishing, and implementing plans and guidelines for maintenance industrial/facility processes; and identifying problem areas and determining requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowlege and skill in the application of organizational directives, concepts, procedures, guidance and policy on tool management.
2. Knowledge of the relationship of various group and production entities involved in overall program planning.
3.Ability to plan, organized and manage projects with limited management assistance, and prioritize workload for efficiency and effectiveness.
4.Ability to communicate effectively both orally and in writing; negotiates complex issues and maintains good working relationships.
5.Skill in conducting meets with employees, supervisors, and management officials within the organization to present and obtain information and guidance concerning tool operation programs.
6.Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy.
7.Knowledge of applied statistical, analytical, and presentation technique concepts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
