This position is located in the Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Salisbury VA Medical Center (VAMC), in the Engineering Service. The incumbent provides clerical and administrative support reporting directly to the Chief of Engineering Service.
Duties
MAJOR DUTIES
Budget
Maintains and reconciles all operational accounts for Maintenance and Operations, Biomedical Engineering, Utilities, Housekeeping and non-housekeeping quarters, and construction project funds.
Records and organizes documents relating to expenditures to provide accurate and timely data and immediate visibility concerning availability of funds.
Certifies all invoices in accordance with the Prompt Payment Act for rent, utilities, services, etc., for Salisbury, Kernersville and Charlotte sites.
Reconciles all invoices and contacts vendors if there are problems in the billing.
Advises the Chief, Engineering Service, and subordinate division supervisors on the status of funds and in preparing the yearly budget.
Serves as the main contact point for the collection of data for reports and/or assignments generated by VACO or VISN contacts.
Engineering Service Programs
Researches and/or analyzes problems, issues, or program requirements.
Determines pertinent issues and collects relevant information from a variety of sources, to complete assigned reports for performance-based measures such as water safety and biomedical reports.
Responsible for the timely submission and administrative accuracy of all routine and special reports using data and information furnished by technical personnel.
Inputs and retrieves data from established databases to produce standard reports.
Administrative Functions
Reviews all incoming correspondence, publications, regulations and directives that may affect the service.
Coordinates preparation of correspondence for final signature to various groups and outside organizations.
Maintains the Engineering Service scheduling calendar, scheduling appointment and meetings on own initiative based upon personal knowledge of workload and issues of importance, reminding supervisors of appointments and briefing them on matters to be considered before the meetings.
Attends meetings, takes, prepares and distributes minutes and maintains files for standing committees meetings regarding Environment of Care Committee, Space Committee, Engineering Supervisory Staff, Occupational Health and Accident Review Board and for ad hoc meetings as needed.
Evaluates and interprets administrative material received in the service from VA and other sources, advises the Chief and administrative staff of applicable material and requires suspension and/or implementation.
Provides all coordination for Engineering Service for travel, education and training through coordination with Fiscal Service and Education.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Must be a qualified typist with the ability to type at least 40 wpm.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides a full range of administrative support to a senior manager to include prioritizing and processing requests, transcription, etc.; researches, analyzes, collects, compiles and tracks data and/or statistical information in support of program operations; develops correspondence, presentations, reports, etc. independently utilizing software applications such as Microsoft office suite; plans, coordinates, and advises on office workflow to resolve operating problems; effectively communicates with internal and external contacts.

Physical Requirements: The work is sedentary. There may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
