This position is located in the Bureau of International Organization Affairs, Office of International Conferences (IO/C). The Bureau develops and implements U.S. policy in the United Nations, its specialized and voluntary agencies, and other international organizations in an effort to enhance U.S. leadership and influence through the multilateral system.
Duties
Provides financial advice and performs financial assistance work for internal agency operating programs and specifically as it relates to funding of U.S. participation in international conferences.
Formulates a consolidated budget for important, substantive national programs for both annual funding needs and for one or more future budget years.
Reviews a variety of historical financial operating data, compares to current spending information and trends relating to U.S. international conference participation.
Analyzes and evaluates the effects of program plans and budget issues.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
- Annual Confidential Financial Disclosure required within first 30 days.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and executing a budget and financial plan.
Experience developing proposals to modify existing or implement new financial and budgetary business processes for a Bureau.
There is no substitute of education for specialized experience for the GS-13 position.
