The primary purpose of this position is to conduct studies in project areas using the Process Improvement methodology in support of Continuous Process Improvement (CPI) to eliminate unnecessary procedures and increase efficiency.
Duties
Serves as a team member, and facilitator of CPI activities related to productivity improvements.
Serves as an advisor and coordinator of CPI events at the Maintenance Group level.
Prepares and delivers written and oral presentations such as briefings, training sessions, and consultations with other
service functions and activities.
Reviews follow-up information provided by lower grade personnel.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying process improvement methodologies and techniques concerning the productivity and effectiveness of various programs and maintenance operations through maintenance, repair, and overhaul processes of various programs and maintenance operations to improve efficiency within an organization; Identifying issues, gathering data and preparing reports, as well as providing recommendations to resolve problems of productivity of work operations.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of maintenance/production/industrial management policies, principles and practices.
2. Knowledge of a wide range of Lean qualitative and quantitative method used in conducting studies of major project areas that require application of Lean principles, and of program goals and objectives, sequence and timing of operations events and milestones.
3. Skill in planning and conducting studies and preparing solutions to resolve problems/issues of the effectiveness and efficiency of work operations.
4. Skill in preparing project papers and staff reports; and in organizing and delivering briefings to managers to encourage understanding and acceptance of CPI principles and recommend changes.
5. Skill in quantifying and tracking costs/savings derived from successful CPI activities.
6. Ability to communicate effectively, both orally and in writing, and to build rapport with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
