This FINANCIAL MANAGEMENT ANALYST is located in the Air National Guard (ANG) Wing, Comptroller Flight and is part of the CA 146 AW.
Duties
THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION
The primary purpose of the FINANCIAL MANAGEMENT ANALYST, GS-0501-11, is to plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs.
Qualifications
FINANCIAL MANAGEMENT ANALYST, GS-0501-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. I have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures; Experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Specialized experience may have been demonstrated by performing duties such as: Presenting providing direction and guidance to support the comptroller in planning, implementing and meeting the FM FIAR program's objectives; Applying related laws, regulations, precedents, methods and techniques of budgeting; Developing management plans that document business and financial environment; Identifying and analyzing program risks and tests controls, weaknesses, and/or deficiencies. Must be skilled and knowledgeable in the following: Knowledgeable of the Office of the Management and Budget (OMB) compliance requirements with OMB Circular A-123 (OMB 123) and FM FIAR Guidance; Skilled and capable to follow the established FM FIAR Methodology which provides a step-by-step approach to achieving improved financial information and audit readiness.

Education
Substitution of Education for Specialized Experience: A Ph.D. or equivalent doctoral degree or 3 full years or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required.
