The primary purpose of this position is to serve as the headquarters Services Contingency Plans and Programs Manager and senior analyst responsible for the development, analysis, implementation and evaluation of all facets of Contingency and Wartime planning at the Air Component level and in support the combatant command, United States Southern Command (USSOUTHCOM).

Duties

Services Contingency Plans Manager. Headquarters' senior Services plans expert on all facets of Services contingency planning for the Air Component and Combatant Command. Responsible for overseeing and evaluating accurate Unit Type Code (UTC) use, adequate force sustainment at deployed locations, and oversight of the management of in theater War Reserve Material (WRM). Senior Program manager for Current Operations activities. Responsible for compliance with CJCS, HQ USAF, ACC, C-NAF, Combatant Command and U.S. statutes with directive, legal and regulatory guidance. Collaborates with HQ USAF, ACC, AFPC, ARPC, NGB and USSOUTHCOM to ensure SECDEF ordered manpower requirements are accurately reflected in the Deliberate Crisis Action Planning & Execution System (DCAPES). Senior Services analyst responsible for Services strategic and planning analysis. Responsible for developing long and short-term strategies for Services contingency planning for both as the Air Component and if designated Joint Task Force. Documents planning and programming decisions in appropriate formats to meet Air Force, Major Command and Combatant Command requirements. Identifies non-standard or emerging operational requirements, evaluate impact on assigned programs, and develops recommendations. Key Member of the 12 AF (AFSOUTH) Crisis Action Team. Serves as the Services Contingency Plans & Program Manager for the Crisis Action Team and/or Operations Planning Team (OPT) and responsible for managing all the administrative, executive and technical functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of complex war planning programs which involves major aspects of executing Secretary of Defense orders such as the planning, deployment, and sustainment of forces. The position directs short- and long-range programs addressing a broad range of Air Force policies and programs at the component and combatant command level and expeditionary units overseas. Knowledge of personnel planning of large and complex, multi-mission military operations and exercises. This level of responsibility requires an in-depth knowledge of personnel, manpower, administration, services and organizational policies and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Department of Defense (DoD) and Joint Service contingency and wartime planning, forces deployment and sustainment principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. 2. Knowledge of SECDEFs Global Force Management and Implementation guidance, deliberate and crisis action planning, expeditionary organizational concepts, and command and control of deployed forces in both joint and AF expeditionary structures. 3. Knowledge of services contingency planning with special emphasis in determining and managing wartime requirements, force sustainment, bed down, and mortuary affairs. 4. Skill in developing and conducting comprehensive studies using a variety of qualitative and quantitative techniques; prepares solutions to resolve substantive and often unprecedented problems and issues of effectiveness and efficiency of work operations in a major command program; evaluates and analyzes facts; draws conclusions; devises solutions to problems; identifying changes and trends; and prepares and presents briefings and reports. 5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and Implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
