Duties

The primary purpose of this position is: To serve as the Wing Program Integration Office Director and Analysis Officer, exercising managerial authorities over the installation's bed-down and operational transition of the Secretary of Air Force directed standup of an Air Force Special Operations Command Power projection Wing, a new Air Task Force and a Combat Services Support Team. Plans, organizes, and directs the activities of the working group for the integration of multiple new mission requirements and the recapitalization of aircraft. Programs all necessary support to accommodate newly assigned units and associated mission impact changes. Represents the installation at all related meetings, planning conferences and site surveys. Keeps abreast of the most current information related to current, future, and inbound missions.

Qualifications

Conditions of Employment Continued: This is a Term position NTE 13 MONTHS; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. In addition to knowledge of the next lower level, this level requires comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Typically, this includes knowledge of Air Force program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Work requires knowledge of relationships with other programs and key support functions within the employing Air Force or in other agencies. Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions or staffing requirements for new or substantially altered training or operational missions and programs. Studies and analyses are of such scope that they frequently require a team effort. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels and determining accurate measurement techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of Attack and Rescue Aircraft mission set and strategic direction. Knowledge of DoD and Joint policies, instructions, and regulations governing transformation and integration processes. Knowledge of large unit bed-down, relocation and divestment operations Knowledge of various command entities and structures and other military services involved in overall planning and execution of operations and evaluations to include knowledge of local community structure, and ability to apply local laws, and understand their impact on integration decisions. Ability to apply analytical and evaluative methods and techniques to issues or studies concerning the integration new missions and of future wing and installation programs, missions, etc., and to design and conduct comprehensive studies and develop solutions for critical operational and contingency issues. Ability to analyze, plan and direct work operations of one or more organizational segments to meet program requirements and objectives; must have supervisor/leadership skills required to provide quality oversight; Ability to communicate and negotiate both orally and in writing, and to gain cooperation from others through tact, courtesy, and diplomacy; Ability to plan, organize, analyze and direct information, projects, and programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
