The primary purpose of this position is to serve as 12 AF (AFSOUTH) Program Analyst, strategist and advisor to the Director A5/8/9 and 12 AF (AFSOUTH)/CC on strategy development and leads HQ teams for strategic planning, joint coordination, and inter-agency synchronization.

Analyze, develop, and evaluate concepts, means, and ways to employ air, space, cyber, and informational capabilities. Leads 12 AF (AFSOUTH) Long Range Planning Teams. Actively coordinates with stakeholders.

  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This is a Centrally Managed Position in the 0343 Series, Management and Program Analysis Career Field

Qualifications

Highly desired for candidates to be, in order of priority; a graduate from a military Advanced Studies Group (ASG) program, i.e., the School of Advanced Air and Space Studies (SAASS), School of Advanced Military Studies (SAMS), School of Advanced Warfighting (SAW), or Maritime Advanced Warfighting School (MAWS), OR, a graduate of the USAF Weapons School. Candidates must have held a planning/staff position at an Air Operations Center or Numbered Air Force Staff or higher (Service equivalents will be considered). This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of advanced qualitative and quantitative methods and processes sufficient to analyze, evaluate, plan, advise and implement feasible solutions to dynamic multifaceted challenges concerning program goals, strategic planning, joint coordination, inter-agency synchronization efforts and the assessment and production of concepts of operations, branch plans/sequels, and campaign support plans. Mastery knowledge of advanced management and organizational principles and practices, strategic planning, Joint Planning Process (JPP), Joint Operations Planning for Air (JOPPA), Joint and Air Force doctrine, National Security Strategy and National Defense Strategy (NSS/NDS), war plans, and operations/contingency plans. Comprehensive knowledge of military command structure, missions, programs, organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Comprehensive knowledge of administrative laws, DOD, Air Force, and organization policies, regulations, and directives sufficient to provide expert advice and recommendations to Command and Staff personnel, senior leaders and managers, and inter/joint agency personnel. Thorough knowledge of, and skill in applying team leading methods and techniques sufficient to lead personnel in planned and emergent planning, strategy, analysis, and assessment efforts of complex program and planning functions and the integration of security cooperation objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge, experience, and advanced formal training in the doctrinal and practical application of the JPP, JOPPA, analytical and evaluative methods and techniques, sequence and timing of key operational events and milestones, lessons learned and assessment processes, designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations within a Higher Headquarters. 2. Extensive knowledge of C-NAF, MAJCOM, and CCMD mission, roles, functions, organizational structure, management, and operation of large organizations; Planning in Crisis process, Deliberate Wartime Planning, analysis and lessons learned process, Global Force Management processes, and Request for Forces/Support processes. 3. Extensive knowledge and ability to identify and analyze complex strategic and operational issues and develop innovative solutions in coordination with internal and external USAF/Joint/Combined agencies, Higher Headquarters and other domestic and foreign governmental and non-governmental agencies. 4. Ability to lead, supervise, plan, organize, and direct work to meet established deadlines; possess effective supervisory, subordinate, and peer working relationships. 5. Highly skilled and experienced in written and oral communication and negotiation on complex issues. 6. Knowledge and experience to apply military rated aviator (pilot, CSO, WSO, ABM, etc.) expertise as it applies to strategy, programs, and assigned weapons systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
