The primary purpose of this position is to serve as an Operations and Readiness Specialist responsible for planning, directing, organizing, and exercising control over nonsupervisory employees assigned to unit Readiness and Mortuary Affairs.
Duties
Plan, organize, and direct the activities of Readiness and Plans, and mortuary affairs within the Force Support Squadron (FSS), ensuring that activities comply with legal and regulatory requirements and meets customer needs
Plan, develop, review, direct, and implement Force Support annexes to Base Operation Plans/Support Agreements
Provide management oversight for operations programs to ensure services and functions are in line with organizational goals and mission requirements
Exercise supervisory personnel management responsibilities
Act as Mortuary Technician and alternate Casualty Technician

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- Must be able to obtain and maintain the secret security clearance
- This is a Key Position IA W DoD Directive 1200.7. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively
- This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
- Employee is required to attend the Mortuary Technician Course provided by Air University, Eaker Center for Professional Development within 6 months of being assigned mortuary technician duties.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) thorough knowledge of the Readiness, Plans and Mortuary Affairs programs management function, mission,
organization, and work processes of programs throughout a military command, complex multi mission local installation, or equivalent, and the relationships of administrative support activities to such missions; (2) in-depth knowledge of Readiness, Plans and Mortuary Affairs programs, operations, objectives, and policies along with a comprehensive knowledge of management and organizational techniques, systems, and procedures to perform a wide variety of analytical projects related to management improvement, productivity improvement, management controls, and long-range planning; (3) knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the Readiness and Plans budget in support of the mission, structure, goals, work processes, and programs of the 90 FSS; (4) knowledge of natural disaster response procedures, training, techniques, and the use of programs, missions, and functions of installation and MAJCOM to plan, schedule, and coordinate mortuary related issues and activities.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Federal, DOD, and Air Force laws, regulations, principles, policies and practices Readiness, Plans
and Mortuary programs.
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities.
Knowledge of safety, security personnel management and EEO regulations, practices, and procedures.
Skill in conducting regular or periodic reviews of programs and evaluating results to assess accomplishment of Command or HQ USAF program requirements.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.
Ability to independently plan, coordinate and guide the work of memorial and funeral services in compliance regulations, the wishes of the NOK, chaplains, Honor Guard, funeral home, commanders, and outside agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
