The primary purpose of this position is to serve as the Twentieth Air Force Director of Manpower, Personnel and Services (20 AF/A1). Responsible for planning, directing, organizing and executing control over supervisory and nonsupervisory employees assigned to 20 AF/A1 Directorate.
Duties
As the Director of Manpower, Personnel, and Services at 20 AF/A1, plans, organizes, develops and enforces AF and command policy, and oversees the force support activities, ensuring that 20 AF's military and civilian personnel, manpower and missile feeding operations comply with legal and regulatory requirements and meets leadership and customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Commander of Twentieth Air Force to a variety of installation and functional area organizations on Personnel, Manpower and Services matters.
Acts as the expert technical advisor on manpower, personnel and missile feeding operations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: having expertise in knowledge of manpower, personnel and missile feeding operation principles, practices, requirements, policies and procedures in order to establish sound command policies/programs and provide senior leadership and subordinate units with expert advice and recommendations. 2. In-depth knowledge of and skill in applying a wide range of laws, executive orders, regulations, policies, directives, instructions and concepts, theories and practices governing military personnel/general scale human resource functions. In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expertise in knowledge of manpower, personnel and missile feeding operation principles, practices, requirements, policies and procedures in order to establish sound command policies/programs and provide senior leadership and subordinate units with expert advice and recommendations.
2. In-depth knowledge of and skill in applying a wide range of laws, executive orders, regulations, policies, directives, instructions and concepts, theories and practices governing military personnel/general scale human resource functions.
3. Ability to plan, organize, and direct the functions of a directorate staff directly and through subordinate supervisors, to include mentoring, motivating, and managing the performance of subordinates, as well as applying personnel management regulations, practices and procedures.
4. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
