The primary purpose of this position is to provide executive leadership support and continuity to the 90th Missile Wing Commander and Vice Commander as a member of the wing senior staff. Provides leadership, daily supervision and guidance to 16 diverse wing level staff agencies in support of the wing mission

Duties

Plans, organizes and oversees the activities of 16 wing staff organization involved in creating and issuing wing policy directives in all mission areas to include analysis, development, and evaluations of a broad range of issues and the implementation of solution throughout the wing staff and assigned groups and squadrons. Exercises supervisory and personnel management responsibilities Proves executive level leadership, support, and continuity to the wing commander and vice wing commander. Serves as the special assistant and key advisor the 90th Missile Wing Commander, representing wing interests to local, state and federal officials. Contributes to the effectiveness of 90th Missile Wing operations by determining wing policies, either independently or through review and consolidation of group staff inputs on suggested policies or modifications of existing policies. Prepares and delivers oral presentations such as briefings, trainings sessions consultations, and strategy sessions with other staff activities, higher headquarters, and local, state and federal officials to secure cooperation, resolve controversial matters and convey information relative to proposed changes in assignments.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use

Qualifications

OBLIGATED: This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status. or tenure. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0301-13. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of staff operations in program areas such as public affairs, safety, chaplain, legal, command post operations, legal finance, etc; thorough knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management, organizational techniques, and military command; ability to assemble and analyze data to prepare and defend mission/resource requirements develop and analyze alternatives and make recommendations to resolve substantive problems and issues impacting mission execution; ability to prepare projects, staff reports and briefings for high-level officials both civilians and military. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of the organization plans programs and missions and functions of the 90th Missile Wing to include staff operations in program areas such as public affairs, safety, chaplain, legal, command post operations, legal finance, etc. 2. Thorough knowledge and understanding of a comprehensive range of staff concepts objectives policies management and organizational techniques and military command. 3. Ability to plan organize, assign work, and communicate effectively, both orally and in writing in order to lead effectively and present, advocate and/or advise on processes actions, and decision impacting the 90th Missile Wing. 4. Ability to assemble and analyze data to prepare and defend mission/resource requirements develop and analyze alternatives and make recommendations to resolve substantive problems and issues impacting mission execution within the 90th Missile Wing. 5. Ability to plan, organize and negotiate effectively with internal and external agencies to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures. 6. Ability to prepare projects, staff reports and briefings for high-level officials both civilians and military then professionally interact with and deliver briefings to these officials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
