As a Program Analyst, you will be responsible for analyzing and/or evaluating the effectiveness of line or operating programs in meeting established goals and objectives.
This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Washington D.C.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Apply analytical methods and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions of agency internal activities.
Use qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and/or productivity of administrative and/or technical programs, with consideration to the agency's mission, organizations, and work processes/measurements of these programs.
Develop new or modify a wide variety of work methods, techniques, and procedures for administering program services, guidelines, and procedures, and automating work processes for the conduct of administrative support functions or program operations.
Prepare work, projects, and study papers and/or reports in organizing and delivering briefings to management and/or senior staff employee(s) to encourage understanding and acceptance of findings and recommendations.

The GS-11 salary range starts at $82,764 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience applying analytical and evaluative methods and techniques to processes or studies concerning the efficiency and effectiveness of program operations or administrative services areas.
OR
Possess a PH.D or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Posses a combination of graduate level education and appropriate experience that together qualify me for this position.
