ABOUT THE POSITION: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Materiel Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Duties

Manages and implements Safety and Occupational Health programs required for a large high containment medical research facility to ensure compliance with Federal, State and local laws and regulations. Individual will be responsible for the management of Safety, Biological Safety, Radiation Protection, and Environmental Management/Compliance programs. Serves as the Chair of the Safety Committee and member of the Quality assurance committee and the Animal Care and Use Committee. Coordinates with the Installation and higher headquarters. Provides oversight of the Safety and health programs in administrative areas, facilities and logistics operations, animal care areas and in the research laboratory setting. Develop, formulate, establish, coordinate and issue policy and guidance for all safety-related efforts of the Commander's mission. Work involves evaluating program areas of occupational health, and biological, chemical and industrial safety associated with medical research involving biological agents, infectious diseases and other potential hazards. Represents the activity's environmental programs on the Facility Safety Council reporting on laboratory use of chemicals, chemical hygiene compliance, regulated medical waste, and radioactive waste. Work involves knowledge of regulatory requirements, special procedures, and preventive safety factors for the transportation or storage of ammunition, explosives, or hazardous materials. Assesses risk of exposure for biological agents and provides advice on engineering controls and personal protective equipment (PPE). Provides guidance for and approves shipping of infectious materials. Provides training for lab safety, and use of positive pressure suits for Biosafety Level 4 (BSL4) laboratories. Serves as the Biosafety Officer on the Institutional Biosafety Institutional Animal Care and Use, and Special Immunizations Program Committees. Sets policy and provides written guidance (regulations, policies, SOPs, etc.) that incorporate DoD, Army and consensus standards into Biosafety programs. Oversees decontamination operations for rooms, airlocks, and equipment. Inspects and advises on design and modifications of BSL1 through BSL4 laboratories. Coordinates with researchers to determine empirical guidelines for safe research with biological agents. Participates in other safety programs as required: respiratory protection, decontamination, bloodborne pathogens, accident or exposure investigations, environmental sampling, etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Top Secret security clearance required.
  • Pre-employment physical required.
  • Drug testing position.
  • Must participate in the Biological Personnel Reliability Program (BPRP).
  • Must participate in the Occupational Health Surveillance Program (OHSP).

THIS POSITION IS WITHIN THE FUNCTIONAL COMMUNITY (FC) 12 - FIRE, OCCUPATIONAL HEALTH & SAFETY CAREER FIELD AND THE INCUMBENT MUST ALREADY HAVE OR BE ABLE TO ACHIEVE A FC-12 LEVEL ONE CERTIFICATE WITHIN 12 MONTHS OF ENTRY ON DUTY. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
