You will serve as a Supervisory Contract Specialist of NAVSUP WEAPON SYSTEMS SUPPORT.
Duties
You will provide overall planning management of contracts and administrative support groups regarding program directives, contractual activities, and procurement policy interpretation.
You will serve as an advisor to NAVSUP WSS management on acquisition issues and program goals and objectives.
You will recommend selections for subordinates of supervisory/ team lead positions and for work leader, group leader, or project director positions.
You will resolve complex procurement and business problems of a potentially long-range impact on activity wide procurement measures.
You will serve as principal representative in dealing with contractors, other government groups, and other agencies contracting offices.
You will plan work to be completed by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-1102-14) or pay band in the federal service or equivalent experience in the private or public sector utilizing a mastery knowledge of acquisition laws, principles, and regulations to generate new procurement concepts and regulations of contract administration for multi-million dollar procurements. This specialized experience must include: 1) Knowledge of a wide variety of contracting methods, contract types, and the ability to review pre-award/post-award and/or contract price/cost analysis decisions; 2) Directing the actions of subordinates in solving a wide variety of support issues for different stages of the acquisition lifecycle; 3) Knowledge of Federal Acquisition Regulations, policies, supplements, and principles; 4) Expertise with acquisition planning, negotiation techniques, price, contract specifications, delivery dates, incentives, statutes, regulations, and other terms/conditions as they apply to procurement functions.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
