Serves as the principal Program Specialist to the Associate Director for Patient Care Services. Coordinates issues at both a VISN and local level that often have national implications.

Duties

Duties may include: Ability to perform administrative work in one or more of the following areas: clinical profiles, personnel management/administration, budget, and fund control point management as required or other assigned duties. Provides daily oversight of all ADPAC (Application coordinator) duties of the service and is expected to have a robust understanding of various applications required for successful onboarding of staff. The incumbent must posses the ability to provide expertise knowledge in the use of WebTA (VATAS) or other programs in use for time keeping. Monitors employee timekeeping activities and support supervisor in certifying bi-weekly time-sheets. Ability to collaborate on activities with other members of Medical Service, the executive office, VHA and VISN 5 administrative staff. Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences. Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. Works collaboratively with Human Resources (HR), Office of Information and Technology (OI&T), and other clinical staff. Work Schedule: Monday - Friday 08:00a - 4:30p Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interprets regulations and policies to ensure compliance with Medical Service & Affiliate Trainee program requirements. Serves as liaison between Service and facility training team to ensure each employee/Trainee is able to fulfill their individual roles within training site Talent Management System (TMS). Work with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; and is committed to providing quality services. Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Serves as liaison between staff and supervisor for issues related to USAccess, CPRS, IT access, and Credentialing. The incumbent must possess the ability to provide program and administrative assistance necessary to implement and support Medical Service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. It occasionally requires carrying objects such as files, books, and papers. The incumbent should also be able to walk to the nursing unit, and or Associate Chief Nurse, and or Directors of Nursing program offices to pick up information, coordinates meetings, etc. This may occur on a daily basis. Movement between offices is required, and the incumbent may be required to go between VAMHCS sites. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
