You will serve as a FINANCIAL MANAGEMENT ANALYST in the TRAINING AND EDUCATION COMMAND..

Duties

You will perform or advises on work in any of the phases or systems of budget administration. You will perform functions such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations; implementing legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will identify, analyze and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly.

• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector executing modifications to financial systems, programs, and/or operations; AND establishing criteria to assess, investigate, or analyze a variety of unusual financial problems and conditions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:

Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

OR

Combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
