The primary purpose of this position is: is to establish a planned systematic approach of quality
assurance to provide adequate confidence that assigned products or equipment will conform to
validated requirements throughout its life cycle.
Duties
1. Develops, organizes, administers, evaluates, and coordinates a comprehensive quality assurance
program or programs for an assigned quality assurance functional program area for the installation, including tenant activities if appropriate, designed to ensure that organizations involved in the
manufacture, maintenance, overhaul, and/or modification of complex products and/or equipment meet their responsibilities for product quality.
2. Establish objectives and serves as an advisor on projects to assure continuous refinement of the
quality program in response to customer complaints, test result, processing problems or objective
quality evidence.
3. Operates in a setting necessitating, at times the need to coordinate efforts with other employees and supervisors.
4. Completes accurate, well written and comprehensive reports.
5. Actively supports and participates in Lean events applicable or related to assigned duties.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position is a developmental (GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Education
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Experience
Specialized Experience: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-9
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: utilizing quality concepts and principles applying analytical investigative techniques to accomplish work in the quality inspection field. Performs quality assurance inspections, analyzing, evaluating, and investigates techniques in order to gather data.

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level .The total percentages must equal at least 100 percent to qualify for that grade level.
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Experience that demonstrated a practical knowledge in performing moderately difficult assignments. Performs quality assurance inspections, evaluations, analysis, and research to provide functional and technical support for quality deficiency reports. Conforms to policies, solving problems and interprets instruction, and handles problems and deviations in work assignments.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of quality assurance principles, practices and procedures.
2. Knowledge of assigned commodity.
3. Knowledge of test methods and ability to use test/inspection equipment (e.g. scales, micrometers,
comparators).
4. Knowledge of inspection techniques and manufacturing processes.
5. Knowledge of material control processes such as packing, cleaning, preservations, containers,
environmental controls, marking and labeling.
6. Ability to apply sampling methods.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
