This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM) at Springfield, Virginia. .
The primary purpose of this position is to evaluate programs involved in international biometric match data in depth to identify meaningful trends and highlight program operational successes.
Non-BU: This is a non-bargaining unit position.
Duties
As a Management & Program Analyst, GS-0343-12, your typical work assignments may include the following:
Producing data analytical reports of business information derived from historical, current, and predictive views of business operations.
Serving as an analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Assisting higher graded specialists and analysts in the formulation and development of operational procedures and advises internal staff regarding execution of business operations, processes, methods, procedures and transactions.
Monitoring and analyzing ongoing factors and conditions in and outside the organization which may impact its performance.
Applying a wide range of qualitative and/quantitative methods for the assessment and improvement of complex short and long-range goals of the organization and implement the goals the organization.
Participation in implementing assigned program initiatives supporting law enforcement investigations, identity operations, visa issuances, border management, security operations, as well as intelligence community coordination.
Advises on the need for policy development or revision facilitating or improving information exchange or related issues.
Coordinates international identity operation projects and provides technical assistance to the office developing program resource requests; and performs analysis of identity information received from program stakeholders internal and external to the organization.

Requirements

Qualifications
Specialized Experience
To qualify, you must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in Federal Service or equivalent public or private sector experience. For this position, specialized experience is defined as:
Producing data analytical reports of business information derived from historical, current, and predictive views of business operations.
Serving as an analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Assisting higher graded specialists and analysts in the formulation and development of operational procedures and advises internal staff regarding execution of business operations, processes, methods, procedures and transactions.
Monitoring and analyzing ongoing factors and conditions in and outside the organization which may impact its performance.
Applying a wide range of qualitative and/quantitative methods for the assessment and improvement of complex short and long-range goals of the organization and implement the goals the organization.
Coordinating international identity operation projects and provides technical assistance to the office developing program resource requests; and performs analysis of identity information received from program stakeholders internal and external to the organization.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade (GS-11), or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
