Joining the Secret Service, Office of Human Resources, Talent Development and Employee Engagement Division will allow you to manage strategic planning for human capital program initiatives. Your work will impact the ability of the Secret Service to carry out long-term plans for the effectiveness of the agency's recruitment and retention programs.
Duties
The selectee will serve as a Management and Program Analyst (Human Resources Development) in the Talent Development and Employee Engagement Division. This position starts at a salary of $99,200.00 at GS-12, step 1, with potential to $153,354.00, GS-13, step 10. Typical work assignments include:
Evaluating the effectiveness of existing programs and recommending alternative solutions to various risk models.
Developing and modifying policies and procedures as it pertains to new human resources initiatives.
Delivering reports and comprehensive recommendations to management regarding the status of human resources systems and methods of enhancing operational efficiency.
Analyzing qualitative and quantitative data to evaluate performance and make forecasts and projections to inform decision-making.
Monitoring assigned program areas to assess alignment of program goals and objectives with established policies, procedures, and regulations.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below
GS-12
You qualify for the GS-12 level (starting salary $99,200.00) if you possess one year of specialized experience comparable in scope and responsibility to the GS-11 level performing the following duties:
Utilizing knowledge of qualitative and quantitative methods to support the implementation of HR program initiatives;
Communicating status reports, briefings, and research findings to higher level management, verbally and/or in writing; and
Conducting research to evaluate the effectiveness of human capital programs.
GS-13
You qualify for the GS-13 level (starting salary $117,962.00) if you possess one year of specialized experience comparable in scope and responsibility to the GS-12 level performing the following duties:
Developing policies, procedures, and/or criteria for the evaluation of human resources programs;
Delivering recommendations and/or guidance to direct organizational progress toward the achievement of goals and objectives; and
Utilizing statistical techniques and/or human resources practices to implement human resources program initiatives.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
