You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (Branch Head) in the Simplified Acquisition and Contract Administration Branch (as a Branch Head), in Contracting Division I, in the Contracts Department of NAVAL SURFACE WARFARE CTR CORONA DIV, Corona, California.
Duties
You will serve as a first level Supervisor and Contracting Officer with limited and unlimited signature authority for pre- and post-award simplified acquisitions to large dollar value, complex, and sensitive contracts,
You will perform review, analysis, and interpretation of procurement statues, regulations, policy, concepts, guidance, or procedures for use in the solution of procurement of contracting problems or accomplishment of project or programs,
You will provide procurement advice and assistance to program managers, technical and financial specialists, and others on contract or procurement policies, problems, or issues,
You will evaluate solicitations, contracts, and procedures for conformance to federal acquisition regulations, internal operating procedures, and policies,
You will develop networks, build alliances, collaborate across boundaries, and work with a wide range of stakeholders, participating as a representative on cross-functional task forces or committees,
You will serve as the primary contact and consultant regarding a variety of extensive acquisition functions encompassing planning , execution, administration, and termination of simplified to complex and sensitive contracts,
You will participate in evaluation of contract price proposals and administration, termination and close-out of contracts,
You will obtain required reviews and approvals, and issue solicitations,
You will evaluate quotations, bids, and proposals, and negotiate costs, terms and conditions with offerors and contractors, ensuring awards or purchase orders are within applicable laws and regulations,
You will provide guidance to lower-graded purchasing agents, contract administrators, and contracts specialists, program offices, field offices, and user functions regarding all aspects of Department procurements,
You will perform contract administration functions (verifying evidence of contract progress, negotiating modifications, issuing notices, reviewing contract claims, and conducting contract closeouts),
You will ensue all actions are taken to safeguard the interest of Corona Division, its contractual relationships, and all requirements of law, executive orders, regulations, and other applicable procedures,
You will oversee the execution of the Branch's day to day operations and ensure the delivery of quality products on time,
You will communicate with superiors, subordinates, and peers across the Command, Naval Surface Warfare Center, and NAVSEA counterparts,
You will apply Human Capital Management policies and regulations in leading and managing personnel, encouraging innovation and personal growth among personnel,
You will establish objectives, set priorities, use internal controls and goal setting techniques, and team building, to effectively manage the Branch,
You will administer the service cost center budget, manage customer relationships, promotes a shared vision of the organization, and fosters cooperation, communication, and consensus among groups across the command.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience at or equivalent to the NT-04 pay band or equivalent grade level in the Federal service or equivalent experience in the private or public sector as a professional contracting specialist leading the performance of pre-award or post-award contracting activities (e.g., review, analysis, interpretation of statutes, policy; planning , execution, administration, and termination; resolution of procurement or contracting problems, policies or issues) to ensure all requirements of law and regulations are met.
