The Program Analyst position is located in the Department of Program Services, Case Management Systems Office (CMSO), Business Support Division (BSD). The CMSO is responsible for providing oversight, supervision, and coordination of the AO, court, and judicial case management systems in support of the Department of Program Services and its offices.
Duties
This position will report to the Chief of the Business Support Division in the Case Management Systems Office (CMSO). The CMSO is seeking a self-motivated professional Program Analyst to join its team. The incumbent will provide a wide variety of administrative services in support of the office's business operations. The incumbent will be responsible for providing oversight, supervision, and coordination of the AO, courts, and judicial case management systems. The ideal candidate will play a crucial role in enhancing CMSO's efficiency and effectiveness through process optimization, data analysis and reporting, and contract management support.
The duties of this position include, but are not limited to:
Assisting with planning, streamlining, and executing administrative workflows and procedures.
Acting as a team lead that focuses on new personnel recruiting, training, allocate responsibilities; and acting as a mentor and providing guidance to staff.
Identifying, analyzing, and documenting existing business processes.
Collaborating with cross-functional teams to identify process bottlenecks and areas for improvement.
Developing and implementing streamlined processes and workflows to enhance efficiency and reduce operational costs; and preparing operational reports.
Monitoring and evaluating the effectiveness of process improvements, making adjustments.
Working with the SharePoint team to develop and maintain automated workflows (PowerApps).
Assisting managers in compiling annual budget information and reports.
Developing strong relationships with cross-functional teams and departments.
Designing and maintaining complex Excel databases to support various business functions; utilizing advanced Excel functions and formulas to analyze and visualize data; and ensuring data accuracy, consistency, and integrity within Excel databases.
Developing data models and templates for tracking and reporting purposes.
Presenting data analysis dashboards and reports that communicate insights to leadership and stakeholders using data visualization methods or tools (Tableau, PowerBI, etc.).
Serving as the point of contact between the organization and external contractors.
Monitoring contractor performance to ensure compliance with contractual agreements and deliverables.
Participating in contract negotiations and facilitating communication between stakeholders.
Preparing and maintaining documentation related to contract administration.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in business process improvement, process mapping, and optimization; and experience in database modeling, data analysis, and reporting.
Highly Desired:
Experience as a Contracting Officer Representative (COR).
Knowledge of Lean Six Sigma or other process improvement methodologies.
