The position serves as the Program Specialist for the Chief, Ambulatory Care Special Program, Ambulatory Care Service Line, directing and coordinating the administrative, operational, and planning activities within the service.
Duties
Based on the overarching needs of the Ambulatory Care Special Programs Service Line the supervisor will determine specific projects based on priorities and set deadlines for completion of work. The supervisor will determine priorities if there are conflicts regarding workload commitments and deadlines.
Serves as Service Level Patient Advocate, investigating and resolving customer complaints at the service level, and addressing Congressional and other inquiries relating to issues originating in the Ambulatory Care Special Programs Service Line as needed.
Administer the internal review, quality and productivity initiatives for Ambulatory Care Special Programs Service Line.
Provides advice regarding composition of correspondence and furnishes information regarding Medical Center procedures, directives, and policies to services/programs that function under the supervision of Ambulatory Care Special Programs, as requested.
Administers space and equipment programs and has the authority to plan for revised space assignments, and reviews orders to verify their need.
Reviews outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions and regulations, as well as the viewpoint of the Ambulatory Care Special Programs.
Develops, interprets, applies and integrates objective criteria and acceptable standards for use in monitoring activities.
Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made because of the services' quality assurance activities.
Assessing patient satisfaction, quality management, stakeholder's affairs, budget control, utilization review and short/long range planning.
Manages all personnel actions within the Service authorizing to initiate, coordinate, and approve all personnel actions and prepares Human Resources documents.
Composes and reviews all position descriptions and the performance standards within the service for compliance with VA standards.
Responsible for all statistical workload reports for Ambulatory Care Special Programs Service Line. Performs trend analyses and reports to proper medical center reporting mechanism.
Manages procurement and contracting for Ambulatory Care Special Programs Service Line. This may include initiating procurement requests, preparing statements of work, serving on acquisition team, participating in source selection process, serving as a Contracting Officer Representative (COR), and/or maintaining procurement and contracting records.
Discusses, investigates and responds to employee grievances and dissatisfactions to resolve conflicts. Incumbent represents management at labor management meetings, provides information, and resolves conflicts and /or problems that may arise and assures management officials are familiar with the negotiated agreement.
Perform other duties as assigned.
Work Schedule: Monday - Friday, 8:00AM - 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: Recent experience with Primary Care PACT or Clinical Service within the last two years.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, coordinating, and managing the delivery of care for Ambulatory Care Special Programs or similar clinical or program areas. Deciding and making personnel management, financial management, quality assurance, labor management relations, program planning, statistical reporting and customer relations decisions. Providing guidance and support to areas of planning, policy, outcome assessment, organizational analysis review, and evaluation of service operations. Coordinating, integrating, and monitoring the functions of administrative services on matters affecting patient care; Coordinates, monitors financial, and workload reports of specialized service programs in all matters other than direct patient care. Fosters interrelationships with the other patient care services or teams and working in collaboration with other PACT or clinical and administrative disciplines towards a mutual goals to improve operations and standards. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, OR, 2 full years of progressively higher level graduate education leading to such a degree, OR, LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above beyond 1 full year of graduate level education.
