These positions serve as a Realty Specialist performing assignments in the Farm Production and Conservation Mission Area (FPAC)Business Center (FBC), in the Management Services Division, Real Property - Lease Acquisition and Administration Branch, Acquisition Team 1.
Duties Include:

Duties
Plans, coordinates and administers assigned segments of the FPAC real property portfolio and as designated by the supervisor, provides support to in execution of cradle to grave real property management service.
Researches, interprets and applies complete regulations, policies and procedures; generates reports; research and reviews written materials and documents in order to obtain a thorough understanding of issues and policies.
Manages assigned space acquisitions, assignments, utilization, and disposition for state and field offices.
Formulates and recommends policies and operational procedures covering real property holdings, space acquisitions and leases for all client facilities nationwide.
Recommends and administers standards and criteria for building specifications, office design, location and office furnishings.
Directs analysis of the effectiveness of policies, methods and procedures that affect assigned areas of responsibility.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the 02/13/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.
Minimum Qualifications: At the GS-09 Level: You must possess one year of specialized experience equivalent to the GS-7 level in the Federal service, or comparable experience not gained through federal service. Specialized experience is buildouts and renovations to include coordinating building inspections, final as-built walk-throughs and punch list compliance. Evidence of the defined specialized experience should be included in your resume. Examples of specialized experience include: Coordinating/verifying performance of inspections for building code compliance, generating reports pertaining to the real property portfolio, in response to requests from management officials and customers, working with Lease Contracting Officers Representatives (LCOR) or other assigned local points of contact (POC) to monitor day-to-day customer requirements, impacts on lease terms (if any), and lessor's performance, assisting in the preparation and processing of Reimbursable Work Authorization (RWA) forms; experience with Automated Information Systems pertaining to Real Property, (i.e. Corporate Property Automated Information System (CPAIS), Lease and Reimbursable Agreement Tracking (LRAT) or similar system.

Education: Completed a masters or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or, LL.B or J.D., in a field such as: Real Estate, Business, etc. (Note: You must attach a copy of your transcripts for verification),

Combination of Specialized Experience and Education: A combination of graduate-level education and specialized experience, as described above.
At the GS-11 Level: You must possess at least one year of specialized experience equivalent to the Federal GS-09 level or higher, or comparable experience not gained through Federal service performing work that requires knowledge of a wide range of real estate principles, concepts, and practices as well as a good understanding of the real estate market. Examples of specialized experience include: acquiring property or space, relocating employees, tenants, and/or property owners, negotiating the terms and conditions of complex leases or similar types of agreements or authorizing documents for different types of properties; acquiring goods and services, including construction of new buildings; and the acquisition of real property and determining actual space needs and the best use of the space to address all those needs; and performing detailed market surveys and analysis,

Education: Successfullycompleted a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in Marketing, Business Administration, Finance, Economics, or related degree, etc. (NOTE: You must attach a copy of your transcripts for verification).
OR
Combination of Specialized Experience and Education: A combination of graduate-level education and specialized experience, as described above.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Education
