This position serves as the Deputy Chief of Police and is located in the Police Service of the a Veterans Affairs Medical Center (VAMC), Richmond VA. Responsible for assisting the Chief of Police in the management and direction of police and security programs to include managing the physical security of assets, information, buildings and people.
Duties
Major duties include but are not limited to:
Provides extensive support in the management of physical security of assets, information, buildings and people.
Provides law enforcement and security services on Departmental property.
Observes, evaluates and prepares reports on the performance of department personnel.
Develops programs to alter the behavior of employees whose work performance is below acceptable standards.
Explores training opportunities for staff to improve or enhance delivery of services and increase officers' cultural competencies.
Ensures police staff are properly trained to operate a variety of equipment and/or security systems.
Assists in the development of local policies and implements corrective procedures to alleviate identified physical security problems.
Assists in the development of the physical security plans and objectives and for collaborating on behalf of the Chief in producing Medical Center policies which address the full scope of the facility's law enforcement and security program.
Interprets complex security policies and procedures and is a source to provide guidance to senior facility leadership, other service chiefs, program managers, VBA, and NCA leaders within the Medical Center's catchment area.
Executes an action plan to resolve significant problems based on data that has been analyzed against performance expectations and norms.
Provides aid to help ensure access and operation of the National Crime Information Center (NCIC) (and state terminals) is conducted in accordance with all applicable laws and VA policies.
Assists in managing the modernization efforts and assists with the plans for the integration of new initiatives, advancements in technology, policies, etc. that are transforming the law enforcement/security program into 21st century policing model.
Articulates concerns from the facility, works on new policies and/or modifications, and shares best practices and advances in the catchment area with VA leaders and/or in committees.
Performs assignments that advance the department's public safety strategies in comparison to technology investments; provides aid in the development of detailed rollout plans to ensure the success of implementation.
Ensures crime scenes and any potential evidence is identified, collected and protected pursuant to law and VA policy.
Other duties, as assigned.
Work Schedule: Monday - Friday 8:00am - 4:30pm. Maybe required to work outside the normal Tour of Duty to include weekends and holidays. .

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting the Chief with the operation, direction, and control of the law enforcement and physical security activities of the VAMC, providing extensive support in the management of physical security assets, information, buildings and people; and handling managerial responsibilities and interface them with staff responsibilities in a highly visible manner. .

Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined public areas. The work is primarily performed in an office-life setting. However, there is the potential for dangerous situations to occur at VA installations.
