The primary purpose of this position is to serve as a Human Resources (HR) Specialist (Human Resources Development) performing assignments in planning, developing, and supporting a full range of Human Resource Development consulting and advisory services to organizations.
Duties
As the Senior Specialist, conducts training requirements analyses and evaluation for assigned organizations.
Identifies and coordinates the delivery of training and course providers.
Provides training policy interpretation and guidance to serviced organizations and the E&T Section.
Prepares written correspondence and other documentation.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in conducting, leading, and/or participating in studies to improve Human Resources Development (HRD), and performing assignments in planning, developing, and supporting the full range of Human Resource Development consulting and advisory services to organizations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the fundamental principles, practices, and techniques of work force development; management and employee relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex work force development priorities.
Skill in gathering, analyzing, and drawing conclusions from information, and communicating information clearly, both orally and in writing.
Broad knowledge of training methods, techniques, and tools to recommend and resolve problems in work force development gaps or training requirements.
Ability to select the appropriate DoD regulations and local policies applicable to each work force development business process and legal documentation.
Ability to interpret and analyze work force development data such as demographics, mission related training requirements, and gaps basic issues of fact and law.
Ability to identify and analyze work force development data such as demographic, training requirements, completed training requirements, training funds, and financial reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
