The primary purpose of this position, FINANCIAL MANAGEMENT SPECIALIST, GS-0501-07 potential GS-0501-11, is to perform various financial management, budget, and analysis functions in support of Supply Chain Management mission, goals, and objectives.
Duties
Perform financial management/budget formulation work involving preparation of detailed accounting and financial analysis for working capital fund, annual and/or multi-year budget estimates for one or more budget years.
Monitor budget execution and administration work involving the obligations incurred and the actual expenditures from different sources and types of funding such as direct annual, multi-year, and no year appropriations; apportionments; allotments; transfer of funds from other agencies.
Provide advisory services regarding proper methods, techniques, and factors for decision support.
Identify and recommend improvements to Supply processes in the areas of expense, budget development, workload and resource projections, equipment life cycle management and execution analysis.
This position is a developmental GS-07 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-07. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include knowledge of principles, concepts and theories of Financial Management, and standard practices, methods, and techniques to perform difficult, but well-precedented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; ability to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; skill in applying the principles, concepts, and practices sufficient to perform moderately difficult assignments.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combination of successfully completed qualifying education and experience that may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a completed 4-year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-7 level. NOTE: You must submit a copy of official college transcripts.
SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include knowledge of principles, concepts and theories of Financial Management, and standard practices, methods, and techniques to perform difficult, but well-precedented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; ability to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; skill in applying the principles, concepts, and practices sufficient to perform moderately difficult assignments; Ability to learn and apply analytical investigative techniques to accomplish work.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combination of successfully completed, qualifying education and experience that may be used to meet total experience requirements. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include knowledge of accounting, financial management and budgetary practices, theories, methods, goals, objectives, techniques relative to the flow of financial information, system processing and the control of funds necessary to resolve accounting and financial problems and accomplish assignments; skill in analyzing financial/budgetary relationships and developing recommendations for financial/budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; gaps and conflicts in program and financial/budgetary information; lack of predictive data; conflicting program and financial/ budgetary objectives; and changing guidelines for the work; skill in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, regulations, policies, processes, and computer systems related to operating budget preparation, execution and financial management program management.
Knowledge of DoD missions, functions, goals, objectives, work processes, and sources of funding pertinent to programs and organizations.
Knowledge of sources of factual information about and related to process of financial analysis, such as that found in accounting reports, work reports, or inventory and supply data.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget and financial management issues.
Knowledge of automated data processing concepts and systems capabilities to accomplish financial management requirements.
Applicants eligible under the VRA appointing authority may be appointed to any grade level for which qualified up to GS-11 or equivalent.
