The primary purpose of this position, FINANCIAL SPECIALIST GS-0501-13, is to serve as the expert financial specialist in providing the full range of financial management functions including budget analysis, operating and support (O&S) cost analysis, cost estimating, cost performance, Earned Value Management (EVM), and cost scheduling.

Duties

Provide financial management expertise, technical advice and guidance, and leadership in performing a broad and extensive range of financial management program planning and analysis for a complex program having extensive program and financial relationships with other programs, complex funding requirements, etc. Formulate, establish, and implement financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds. Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements. Assess, analyze, and evaluate contractors' progress by reviewing cost performance reports, and cost estimates prepared by industry to support selection of the industry sources and plans to be committed to development and production decisions. Represent the organization at all levels within the government and at contractor/industry sites.

  • A bachelor’s degree in business administration, economics, finance, or other related field is highly desirable. An advanced degree in a business-related field is also desirable.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5CFR 551.206).
  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Financial Management Career Field.
  • This is a Financial Management LEVEL 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of concepts, principles, practices, laws, and regulations of financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the command entity and between the organization and programs of other federal, state, and local governments, private industry, and large public organizations sufficient to manage and analyze the organizational budget and cost analyses programs; providing comprehensive analysis, management advice and assistance, and conducts reviews, analyses and evaluations of financial programs through examination of existing regulations, internal controls, functional requirements, policies and procedures, to assess the effectiveness and efficiency of finance and accounting operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of knowledge in directing, developing, planning, coordinating, and evaluating agency-wide aerospace and other related weapon systems/subsystems acquisition cost and financial analysis/estimating/scheduling management options. In-depth knowledge of advanced statistical techniques applied mathematics, and economic analysis in order to conduct analytical studies involving complex technical parameters, logistics requirements, schedule constraints, and similar technical interdependencies. 2. Mastery of knowledge of the financial environment including other service agencies, research organizations, private industry, and particularly other Air Force and DoD cost analysis organizations is required. This includes the knowledge of both federal government and private industry data sources and data utilization. 3. General knowledge in accounting, procurement, and business disciplines to enable the analyst to evaluate or utilize contractor and government budget and financial systems, specific procurement requirements, and contractor obligations to the extent they affect cost. Awareness of engineering discipline in sufficient detail to allow effective interchange of information. 4. Ability to communicate effectively, both verbally and in writing. 5. Ability to manage several projects simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work requires long periods of intensive concentration and detailed analysis in the office and at meetings, often necessitating overtime. Concurrent activities often place considerable stress on the individual to meet multiple deadlines. The work is sedentary but may require walking and standing in conjunction with considerable travel to and attendance at meetings and conferences away from the work site. Work Environment: Work is primarily performed in an office setting. Reviews of contractor production and cost data require on-site analysis in development and production facilities. Travel is required to collect cost information, to present cost analysis findings, and to defend their validity under intense scrutiny by high-level USAF and DoD officials and congressional subcommittees.
