Duties

You will compile information from multiple sources to create financial management or budget reports. You will coordinate the reporting of cost and performance information in support of an organization. You will evaluate financial reports and transactions to determine compliance with regulations. You will maintain accounting documents, transactions, and adjustments as source documentation for audits.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying and reviewing funding documents and financial lines of accounting with different types of appropriations and Agencies; 2) Performing research and analysis of financial transactions; 3) Using knowledge of automated systems to correct, maintain records and/or compile reports; 4) Using accounting, budget or other financial management regulations, practices, procedures and policies related to specific financial management functions to identify abnormalities and balance accounts; 5) Providing interpretation of financial reports, financial statements, and other financial data, reflecting the interrelationships between accounting, budgeting, and other management data. Specialized experience must demonstrate the following: 1) Performing research and analysis of financial transactions. 2) Using knowledge of automated systems to correct, maintain records and/or compile reports. 3) Provide interpretation of financial reports, financial statements, and other financial data. 4) Using automated financial database and spreadsheet software to develop and improve financial data collection, storage, and reporting on a recurring basis. Education

For the GS-11 grade level, in lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

A Ph.D. or equivalent doctoral degree with a major study in a field related to the position.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with a major study in a field related to the position.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
