About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as primary staff officer for all administrative and Civilian Human Resources matters pertaining to US Army Intelligence Center of Excellence (USAICoE).

Duties

Manage and direct a variety of administrative programs to include the full range of civilian personnel functions. Act as the primary technical advisor to the Commanding General, Deputy to the Commanding General, Chief of Staff, and subordinate commanders and staff on diverse non-routine issues. Issues involve human resources management and other assigned program management issues. Serve as technical authority on a wide variety of human capital management programs. Establish and direct the implementation of a variety of administrative and workforce management advisory functions essential to the orderly and efficient accomplishment of human resources (HR) management within the organization. Advise on all aspects of programs involving position management, job descriptions, personnel management, incentive awards, performance management, time and timekeeping system, and leave and attendance management. Analyze directives and guidance on general civilian human resources management and DCIPS-specific requirements received through TRADOC Command; USDA, G2; USDI; or, Civilian Human Resources Agency channels. Conceive and establish policies and programs necessary to ensure effective implementation and compliance with established guidance. Research requirements, determine standards, and develop comprehensive policies to ensure compliance. Oversee and coordinate the hiring process for all USAICoE staff and subordinate organizations. Serve as a staff advisor to the Commander and management officials in the recruitment and selection process. Manage the development of standardized policies; implement and maintain visibility of processes to ensure they meet organizations goals, or are adjusted as needed to accomplish the desired program objectives. Serve as liaison with the servicing Civilian Human Resources Service Center (CHRSC) to coordinate and troubleshoot human capital and/or workforce related issues within the organization. Conduct, review, and analyze a broad variety of unrelated personnel/workforce management programs, processes and methods. Provide analytical management advisory services, guidance, interpretations, training and/or briefings on current and proposed policies for civilian workforce HR programs to a wide variety of individuals, managers, key officials, and employees. Develop, analyze, and evaluate new or modified human resource policies, regulations and goals to update or blend into local policies or processes. Continually analyze and evaluate progress being made toward program objectives and revise processes and guidance as necessary. Serve as the technical advisor, providing authoritative advice and guidance to management on a broad range of administrative issues; review, coordinate, and approve actions and requirements for the Chief of Staff, USAICoE.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
  • Two year trial/probationary period may be required.

Specialized experience is defined as experience that demonstrates a practical knowledge of civilian human resources and workforce planning along with organizational administrative operations, missions and functions and administrative management services as demonstrated by performance of a combination of the following: (1) Providing staff advice and guidance to the senior leadership and organizational staff on a broad range of civilian human resources and workforce management functions; (2) Performing on-going analysis of workforce resources support as they relate to performance and effectiveness; (3) Advising leadership and staff regarding staffing requirements, workforce resources, program objectives and problems; and, (4) employing analytical and evaluative methods and procedures for the assessment and improvement of program effectiveness and improvement of complex administrative management processes and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
