About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Responsible for providing a variety of management services essential to the direction and efficient operation of training programs, issues and requirements.

Duties

Perform the administrative functions of the J3 Operations section. Perform key work in several vital functions or services such as data analysis, reports management, training management and course registration. Coordinate assigned functions with course managers and supervisors within the organization. Plans and develop course calendars to meet HT-JCoE/Defense HUMINT Enterprise requirements. Work closely with the J3 and Deputy to assure administrative changes are not in conflict with long-range program goals. Brief the J3, Deputy, and other management staff regarding training statistics whether written, in person, or in electronic format. Disseminate updates and management decisions that impact training. Identify, analyze, and resolve difficult issues or problems encountered by the support staff and provides recommendations for resolving procedural issues and concerns. Download data from various databases/websites and prepares reports in spreadsheets and formats that are self-designed; perform analysis and prepares reports on a variety of organizational initiatives. Review data and information for completeness, produce and contribute to reports. Provide administrative oversight and accountability for the accuracy of data and records management. Assist in the development and maintenance of training schedules and publications. Assist Deputy J3 in coordination of all in-person annual training requirements for the HT-JCoE workforce. Responsible for fostering and maintaining new and existing joint agency training relationships. Provide new customers with training support information and coordinates installation support as needed. Ensure special joint training support requirements are requested through appropriate channels. Facilitate and coordinate mobile training team requests from Defense HUMINT Enterprise service executors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

Specialized experience is defined as experience that demonstrates a practical knowledge of executive administrative services as demonstrated by performance of all of the following: (1) reviewing, analyzing, and/or drafting revisions of regulations and/or policy on administrative matters; (2) providing staff advisory services in administrative and clerical support areas to organizational personnel; and, (3) managing multiple electronic calendars for organization and management officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). OR Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Public Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GG-11: To qualify, applicants must have one year or more of professional work category specialized experience equivalent to the next lower grade/level. Professional work category specialized experience is defined as experience that demonstrates a practical knowledge of executive level administrative services to include applying analytical and evaluative techniques to the identification, consideration, and resolution of administrative and management issues or problems; providing guidance on administrative and procedural requirements to administrative staff to ensure the orderly and efficient flow of work in transactions; and, performing executive level support activities in a combination of any of the following areas: general administration, accounting, budgeting, management analysis, personnel management, procurement, travel management, and facilities management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Organizational Management, and/or Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
