The primary purpose of this position is to serve as a Headquarters Air Force Global Strike Command (AFGSC) program analyst, providing planning, directing, organizing, and exercising control over the Arms Control, and International Treaties and Agreements Program at HQ AFGSC and all subordinate organizations.
Duties
Direct, manage, execute and facilitate the Air Force International Arms Control and Counter-Weapons of Mass Destruction (C-WMD) Program at HQ AFGSC
Represent AFGSC with a variety of installation and functional area organizations
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques
Performs HQ AFGSC Duties as the C-WMD Policy SME

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness; (2) comprehensive knowledge of policies, concepts, and procedures affecting the Air Force's functions in order to effectively administer assigned personnel/manpower/services Air Force wide program(s); (3) knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources; (4) knowledge to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge and understanding of international treaties and agreements to include New Strategic Arms Reduction Treaty, Open Skies Treaty, and Chemical Weapons Convention.
Knowledge of the Air Force arms control community structure, practices and procedures. Knowledge and understanding of DOD and AF CWMD policy and programs.
Ability to plan and execute complex, multi-faceted projects which require developing, preparing, coordinating, staffing, and implementing policies, procedures, programs and directives. These various projects may be verbal or in writing to design and generate reports, briefing materials and/or comparable documents to assist in identifying problems and to develop innovative solutions. Ability to communicate effectively, both orally and in writing
Expert knowledge of the USAF Arms Control Enterprise System with each treaty database, and required arms control notifications in support of USG international treaty obligations.
Familiarity with the structure of the DOD and USG interagency community; knowledge of the USG interagency process as it relates to arms control treaties. Advocate for ensuring AFGSC arms control program funding requirements are included in the AF POM through the AF Arms Control Program, PE35145F, and coordinates Future Years Defense Programs, annual FINPLANs, and Core Function Strategic Plans with HAF. Maintain detailed records as GPC cardholders, conduct account audits, and request approval for non-routine purchases.
Ability to organize and lead special study teams and task forces with members from different organizations and commands. Establishes and maintains relationships with key individuals/groups outside immediate work unit using tact and diplomacy
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
