The incumbent of this position serves as the Budget Officer within the Office of the Chief Financial Officer (OCFO), Office of Budget, Federal Motor Carrier Safety Administration (FMCSA). The incumbent directs all activities associated with the support of the fiscal staff, operations, and programs of the agency. The incumbent is responsible for the formulation, presentation, and execution of the agency's budget.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience related to Trust Fund Appropriations, including the preparation of apportionments and budget execution reports and the execution of any special requirements or limitations on the funds. Experience with financial information systems to determine the status of funds, generate required reports, and conduct ad hoc analysis. Experience reviewing transactions and activities to identify errors, potential fraud, and other anomalies and taking action to ensure corrective action, further analysis, or other follow-up requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations). Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Principles of Finance - Knowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines.
