Duties

You will provide legal advice and guidance in a general law practice to support the Department of the Navy (DON), including supporting and securing DON interests in administrative and other litigation, including federal court litigation. You will advise clients on matters, and cases brought by or against the DON; interpret laws, rulings and regulations for the DON; and analyze the probable outcomes of cases and matters using knowledge of legal precedents. You will present and summarize cases; draft and interpret laws and legislation; and evaluate findings and develop strategies and arguments in preparation of matters and cases. You will prepare legal briefs/opinions for matters/cases or negotiate settlements to include but not limited to, the Government Accountability Office, Armed Services Board of Contract Appeals, Merit Systems Protection Board, and labor arbitrators. You will be responsible for coordinating legal advice across the program organization and within the relevant Office of the General Counsel (OGC) communities of practice.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You must have graduated from a law school accredited by the American Bar Association.
  • You must be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.

Qualifications

To be eligible for selection at the GS-11 (or equivalent level), recent law school graduates and applicants with less than one year of legal experience must have graduated in the top third of their law school class or must present other evidence of clearly superior accomplishment or achievement such as work or achievement of significance on an official law school law review or journal, winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif. To be eligible for selection at the GS-12 (or equivalent level), the applicant must have at least two years of successful legal experience. To be eligible for selection at the GS-13 ( or equivalent level), the applicant must have in excess of two years of successful legal experience in the practice area(s) applicable to the position being filled. To be eligible for selection at the GS-14 (or equivalent level), the applicant must have at least three-and-one-half years of successful legal experience in the practice area(s) applicable to the positon being filled. To be eligible to be selected at the GS-15 (or equivalent level), the applicant must have at least five-and-one-half years of successful legal experience in the practice area(s) applicable to the position being filled. The grade level offered will be based upon the successful applicant's qualifications, the needs of the office, and funding availability. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

You must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
