This position is assigned to support the Director of MIRECC (Mental Illness Research, Education and Clinical Center), Administrative Officer and Director as needed. MIRECC is funded through VISN 2 by VA Headquarters. This position is TERM not to exceed 4 years.

Duties

NOTE: This is a TERM appointment (not-to-exceed 4 Years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. Major duties include but are not limited to: Administrative Support (75%) Act as a liaison with senior administrative personnel within the Medical Center and VA Headquarters, VISN 2, other medical centers, affiliated Medical Schools, various agencies, colleges, hospitals and professional associations; Interfaces with physicians, patients, patient representatives, etc.; Attend committee meetings for the MIRECC Director and will sit as the MIRECC Representative in any such committees; Identify and offer recommendations regarding personnel needs, staffing criteria and personnel utilization studies; Initiates and reviews all personnel actions and advises MIRECC Director/Associate Directors and Administrative Officer to ensure compliance with personnel rules and regulations; Informs employees and supervisors regarding personnel policies, including performance evaluations, incentive awards, and ensures that all position descriptions, performance appraisals, and job analyses are accurately proposed and regularly updated; Appraises any potential clerical employees, students, and volunteers, and hiring recommendations to the MIRECC Director and Administrative Officer; Gathers and records information, researches and interprets policies and procedures, and carefully assesses past actions in order to assure the quality of the policies, procedures, procedure manuals and correspondence; Secures, coordinates and prepares reports such as; personnel resource and utilization, program evaluation and/or routing reports required by local VISN 2, or VHA Headquarters or other agencies; Ongoing responsibility for the analysis of workflow in the MIRECC program; Preparing travel paperwork for MIRECC staff which includes coordinating with the staff and fiscal travel office, submitting paperwork to the Director's office and Education for approval; Fiscal Support 25% Assists with preparation of detailed projections, based on past records and analyses, for the MIRECC yearly budget; Responsible for comparing projected financial outcomes based on alternative personnel decisions; Track, compile and summarize service-wide information and data for periodic reports; Make recommendations or lend guidance to issues surrounding personnel, mission statements for the MIRECC budget, space, equipment, and supplies; Uses VISTA, IFCAP software packages. Functions as the Control Point Clerk and handles issues such as preparing fiscal reports and budget proposals; Serves as a MIRECC Credit Card Purchase Holder, responsible for all IFCAP entries and contacts with vendors to make sure appropriate expenditures are incurred; and Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2024. You may qualify based on your experience and/or education as described below: Minimum qualifications for GS-05: Specialized Experience: You must have one year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: ability to work independently and prioritize work; effectively gather, analyze and evaluate information; skill in written and oral communication sufficient to independently prepare and present findings; uses computers, software applications, databases, and automated systems to accomplish work; identifies a need; gathers, organizes, and maintains information; and determines its importance and accuracy, and communicates it by a variety of methods. NOTE: Such experience MUST be well represented in resume. Failure to do so will result in a Non-Qualification Determination. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed post high school education and experience may be used to meet total qualification requirements. Only education in excess of the first 60 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Minimum qualifications for GS-06: Specialized Experience: You must have one year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of the procedures used to gather and logically compile large amounts of information and data; organize information and data for review and presentation; ability to analyze, to research, write and use good judgement; skill in applying conventional fact finding and problem-solving methods and techniques; able to effectively communicate with all levels of staff members, patients, and external stakeholders; ability to work independently, prioritize work, and to identify and recommend solutions to problems; effectively gather, analyze and evaluate information; skill in written and oral communication sufficiently to prepare and present findings; uses computers, software applications, databases, and automated systems to accomplish work; identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. NOTE: Such experience MUST be well represented in resume. Failure to do so will result in a Non-Qualification Determination.
