Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Program Analyst, you will: Assist the Director/Supervisor in developing new strategies, policies and/or initiatives related to the programs of the office; directs and develops plans for project teams or other groups in accomplishing/producing projects studies; and provides technical assistance, advice, and other information to improve understanding and access to programs supported by the Office. Provide guidance and assistance on the development and implementation of program procedures, goals and objectives as they relate to the achievement of management plan objectives for the various programs of the organization. Initiate and develop program policies, regulations, standards, procedures, handbooks, notices or memoranda, as well as written guidance and correspondence as related to the functions of the Office. These efforts include the development of recommendations and promulgation of documents relating to the areas of technical assistance, operational management, program direction and facilitation. Perform extensive research, analysis and reviews in regard to a variety of policies and regulations and other inquiries directed to the Office. Tact, discretion, knowledge of the Department's activities, as well as experience and resourcefulness, are essential in addressing the complex and challenging demands of office programs and activities.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Conducting research and analysis of policies, regulations and inquiries; AND Writing technical policy papers and reports that include controversial issues and presenting them; AND Leading the development of new guidance, Notices or regulations, or the development and/or implementation of new policies, processes, or protocols. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Assisting and analyzing for the assessment and improvement of management processes and systems; AND Conducting data research and analysis of policies, regulations and inquiries directed to the Office; AND Writing technical policy papers and reports that include controversial issues and presenting them. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
