About the Position:This is a developmental position re-engineered at less than the full performance level for recruitment and training purposes

Duties

Provides information and statistical data to the USAMMA Chief of Staff, management, and higher headquarters in the various areas of responsibility in planning, developing, researching, coordinating, and administering USAMMA acquisition requirements and managing the Government-wide Commercial Purchase Card or Government Purchase Card (GPC) Programs. Performs fact finding and procurement procedural investigations/analysis by checking to insure that method of procurement, including completion of all necessary paperwork involved in decisions regarding socio-economic programs are in accordance with applicable regulations. Incumbent is responsible for managing the Government Wide Commercial Purchase Card Program or Government Purchase Card (GPC) Program for USAMMA and serves as the Agency/Organization Program Coordinator (A/OPC) for the organization.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification within 36 months of entrance on duty.
  • Occasional TDY may be required.
  • One-year probationary period may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must provide a copy of your Transcripts in order to be considered.) OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the experience requirements below; To qualify for GS-11 your resume must describe at least one year of experience at the next lower grade level or equivalent performing the following; 1) Executing pre-award and post-award procurement functions for contracts; 2) Reviewing contracts for accuracy and conformity to policy and law; AND 3) Analyzing a variety of procurement data to identify trends to provide explanations for significant changes when analysis indicates possible negative trends. OR One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Copy of transcripts must be attached) To qualify for GS-12 your resume must describe at least one year of experience at the next lower grade level or equivalent performing the following; 1) Executing contract price negotiation and/or terms and conditions on behalf of the organization; 2) Executing of pre-award and post-award acquisitions to procure complex and/or diversified commodities or services; AND 3) Providing guidance regarding regulations and procedures concerning use and expenditures of funds. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9/11).
