Duties
Within CISA, the Infrastructure Security Division (ISD) focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; state, local, tribal, and territorial (SLTT) officials; and other federal agencies.

This position resides in the Infrastructure Security Division (ISD), Planning and Innovation (P&I) Subdivision. P&I provides integrated planning, national security policy, data, and technology solutions to address the nation's most pressing critical infrastructure security and resilience challenges. The professional selected for this role, will serve as the Emerging Capabilities Team Lead. This team empowers critical infrastructure partners across the nation to strengthen their security and resilience by understanding emerging cyber and physical technologies, as well as new threat vectors that may impact operations.
Typical work assignments may include:
Performing a full range of supervisory duties that include but are not limited to: planning work to be accomplished by subordinates; sets and adjusts short-term priorities and prepares schedules for completion of work; assigns work to subordinates; evaluating work performance of subordinates;
Conducting comprehensive technology research to evaluate potential vulnerabilities in cyberspace systems;
Ensuring the overall success of the program and alignment with critical agency priorities;
Advising on the management of IT-enabled tools, services, and capabilities for CISA and ISD, to include programs and investments;
Developing cyberspace plans, strategy, and policy to support and align with organizational cyberspace missions and activities;
Assessing policy needs and collaborating with stakeholders to develop policies to govern cyber activities;
Gathering information, identifying, and analyzing issues, and developing recommendations to resolve substantive risk management and infrastructure security challenges;
Responsible for the management of programs, including developing and implementing guidance and standing
operating procedures, advising senior management and component officials of the status of programs;
Representing ISD senior management at DHS/CISA and interagency meetings held in the Sensitive Compartmented Information Facility (SCIF).
Qualifications
Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below. You may be considered for GS-2210 Series if you possess information technology related experience demonstrating each of the four required competencies:

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience for GS-15: You may qualify for the GS-15 grade level if you possess one year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties:
Managing teams to drive innovation and emerging physical and cyber infrastructure capabilities development;
Assessing physical and cyber infrastructure problems and translating those challenges into new capabilities to reduce risk;
Coordinating with critical infrastructure owners and operators, to include work conducted at the state and local levels to enhance information and intelligence sharing on developments impacting critical infrastructure and security;
Project planning and management specifically in the areas of infrastructure assessments, cyber/physical resilience, and risk management.
