The primary purpose of this position, PROGRAMS FLIGHT SPECIALIST, GS-0301-07 potential GS-0301-09, is to perform routine analyses or initiatives for the identification and resolution of a variety of more readily observable problems or issues pertaining to organizational efficiency in meeting established goals or objectives.
Duties
Perform moderately difficult and complex assignments consisting of well precedented projects or initiatives to further orient the incumbent in the application of organizational analyses, principles, methods, and techniques to the requirements.
Accomplish detailed studies of functional areas, processes, and facilities operational baseline and expansion capability.
Carry out special projects and participate in a variety of initiatives and studies.
Prepare written correspondence and other documentation.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-07 Target GS-09) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-07
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience or will have one year within 120 days of closing of this announcement at the next lower grade GS-05, equivalent in other pay systems. Examples of specialized experience includes: basic knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the principles, concepts, and theories of program management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments: and/or knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors and recommend a solution from a number of possible alternatives.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level, etc. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, concepts, and theories of Air Force program management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors and recommend a solution from a number of possible alternatives.
3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Work for the most part is sedentary, however, there are times when it will be necessary to exert moderate lifting, walking,
bending, climbing, and standing for extended periods of time. The incumbent must lift data, listings or packages of data not to exceed 24 pounds.
WORK ENVIRONMENT: Work is primarily performed in an office setting; however, incumbent will work with individuals in a lab and field environments. The incumbent is required to work occasionally in an industrial setting with occasional trips to contractor and DOD facilities. Incumbent can be required to leave at times on a moment's notice. Incumbent must observe proper safety and security standards on the job.
